I have a private shelter for homeless animals. I currently have 96 dogs. 65 dogs taken castration. and I continue to keep this job. All dogs live to their own death. I feed dogs, find homes for dogs only with help from good people. That’s all! I work alone. I do not get salaries. My working day is from sunrise to sunset. Number of dogs are constantly changing. But there are no restrictions. If I see a dog that needs help, I'll help it. I have to search for help by myself. That's what I do. I want to remind you that I don’t have any help here in Latvia. I have a private shelter for homeless animals. I currently have 96 dogs.
Not counting the cats, which my wife deals with.
According to our law of protection of animals, any shelter for homeless animals, who do not want to have problems with the law, should sterilize all their animals.
I have now sterilized 75 dogs. and I continue to keep this job.
41. (1) shelter can give animal to a person who is reached 18 years and takes to provide welfare of the animal. (2) shelter can give only sterilized animals, except thoroughbred animals, which breed supports documents.
Financing of any shelter (except private, such as mine)
Has a limited number of places for animals and has funding for food and medical care for the animals within 14 days.

Dear friends,
I am working with homeless animals. As long as I don’t have any financing, I ask for help with my work. I want everyone to understand me correctly. I don’t want to force to help me. I make short videos and photos about my work. Bad people call me sick, but good people help me. Everyone has problems and difficulties now, but if here are people who are ready to help, I will take it with pleasure. It is hard for me, difficult. I can say that I am in trouble now. In all cities of Latvia there are many homeless animals.
Viktor started to take care of stray dogs and cats and became an advocate on their behalf. In 2002, due to Viktor's effort, a station in which animals had been killed, was closed. Viktor began organizing and leading the city shelter. Local authorities suggested to put down animals that couldn't find a new home within a short period of time. But Viktor was strictly against the killing of healthy animals, and protested against the official plans, which led to the withdrawl of funds and ultimately, to his dismissal. Warming hands and a heart of gold!
Viktor runs a private animal shelter in the small village Kumbuli in Latvia. Viktor Savosсhchenko is aging and unemployed but his heart is made of gold. He is dedicated to helping animals. As every other serious engagement, animal protection requires dedication and effort. And Viktor lives for his animals. The turning point came when Viktor lost his beloved dogs who had been taken care of by the city shelter. A sad turning point that changes his life forever.
